Scope of application

Certificate of origin is a document certifying the country of origin of goods, issued for each individual batch of goods.

Certificates of origin are used for:

  • Confirmation of the country of origin for the purposes of obtaining tariff preferences in the country of import: reduction or total exemption from customs duties
  • Confirmation of country of origin for non-tariff regulation measures: prohibitions, restrictions on import/export of goods
  • Provision of access and (or) confirmation of the right to apply margin of preference in public procurements and procurements at one’s sole cost and expense on the territory of the Republic of Belarus, as well as member-states of the Eurasian Economic Union

CISForm CT-1 Certificate of Origin
Certificate of origin of goods Form CT-1 is used in the CIS states to apply a free trade regime.

GeorgiaForm CT-1 Certificate of Origin
Certificate of origin of goods Form CT-1 is used to provide preferential treatment for exports of the Belarusian goods to Georgia. It is issued in accordance with the requirements of the Rules for Determining of Country of Origin of Goods approved by the Resolution of the Council of CIS Government Heads on November 30, 2000.
UzbekistanForm CT-1 Certificate of Origin
Certificate of origin of goods Form CT-1 is used to provide preferential treatment for exports of the Belarusian goods to Uzbekistan. It is issued in accordance with the requirements of the Rules for Determining of Country of Origin of Goods approved by the Resolution of the Council of CIS Government Heads on September 23, 1993.
TurkmenistanForm CT-1 Certificate of Origin
Certificate of origin of goods Form CT-1 is used to provide preferential treatment for exports of the Belarusian goods to Turkmenistan. It is issued in accordance with the requirements of the Rules for Determining of Country of Origin of Goods approved by the Resolution of the Council of CIS Government Heads on September 23, 1993.
SerbiaForm CT-2 Certificate of Origin
Certificate of origin of goods Form CT-2 is used to apply the free trade regime between the Republic of Belarus and the Republic of Serbia. It is issued in accordance with the requirements of the Protocol on Determining of Country of Origin of Goods and Methods of Administrative Cooperation to the Agreement between the Government of the Republic of Belarus and the Government of the Republic of Serbia on Free Trade between the Republic of Belarus and the Republic of Serbia made on March 31, 2009.
IranForm CT-3 Certificate of Origin
Certificate of origin of goods Form CT-3 is used to apply the free trade regime while supplying the Belarusian goods to Iran. It is issued in accordance with the requirements of the Interim Agreement leading to the formation of a free trade zone between the EAEU and its member states, on the one hand, and the Islamic Republic of Iran, on the other hand.
VietnamForm EAV Certificate of Origin
The certificate of origin (Form EAV) is used to apply the free trade regime while supplying the Belarusian goods to Vietnam. Certificate of origin (Form EAV) is issued in accordance with the requirements of the Free Trade Agreement between the Eurasian Economic Union and its Member States, on the one hand, and the Socialist Republic of Vietnam, on the other hand, made on May 29, 2015.
SwitzerlandRegistered Exporter system (the REX system)
The registered exporter system (the REX system) is used to apply preferential treatment when exporting the Belarusian goods to the Swiss Confederation.
NorwayRegistered Exporter system (the REX system)
The registered exporter system (the REX system) is used to apply preferential treatment when exporting the Belarusian goods to the Kingdom of Norway.
Countries granted GSP (General System of Preferences) preferencesForm А Certificate of Origin
The certificate of origin Form A is used while supplying the Belarusian goods to the countries granted GSP (General System of Preferences) preferences. The certificates are issued in accordance with the requirements of the national legislation of the exporting country.
