The Advisory Committee on Entrepreneurship was established under the jurisdiction of the Board of the Eurasian Economic Commission on September 25, 2012 and is an advisory body to the EEC on improving the conditions for doing business, developing trade and making investments.

The main task of the Advisory Committee is to prepare proposals, including those on the basis of international best practices, on the following issues:

• drafting and implementation of a harmonized policy in the field of entrepreneurship and investment activities in the territories of the EAEU member states;

• elimination of excessive administrative barriers in the field of business activities;

• improving the business climate, including investment activities and mutual trade in services in the territories of the member states.

The Advisory Committee is formed from representatives of government bodies of the EAEU member states, business associations, chambers of commerce and industry and other organisations.

Republic of Armenia is represented by 9 members of the Committee, the Republic of Belarus – 19, the Republic of Kazakhstan – 11, the Kyrgyz Republic – 13 and the Russian Federation – 21.

Advisory Committee for Entrepreneurship is headed by the member of the Board (Minister) in charge of Economy and Financial Policy of the Eurasian Economic Commission.

The working bodies of the Committee are Subcommittees:

• for elimination of excessive barriers in the field of mutual trade and investment activities;

• for elimination of excessive barriers in the field of foreign trade.

Under the jurisdiction of the Committee the following Expert groups have been formed:

• on interaction between national institutes for development of the Eurasian Economic Union member states;

• on development of public-private partnership mechanisms within the Eurasian Economic Union.

Основной задачей Консультативного комитета является подготовка предложений, в том числе на основе наилучшей международной практики, по вопросам:

• формирования и реализации гармонизированной политики в сфере предпринимательства и инвестиционной деятельности на территориях государств - членов ЕАЭС;

• устранения избыточных административных барьеров в сфере предпринимательской деятельности;

• улучшения бизнес-климата, включая инвестиционную деятельность и взаимную торговлю услугами на территориях государств-членов.

Состав Консультативного комитета сформирован из представителей органов государственного управления государств – членов ЕАЭС, ассоциаций предпринимателей, торгово-промышленных палат и иных организаций.

Республика Армения представлена 9 членами Комитета, Республика Беларусь – 19, Республика Казахстан – 11, Кыргызская Республика – 13, Российская Федерация – 21.

Возглавляет Консультативный комитет по вопросам предпринимательства – член Коллегии (Министр) по экономике и финансовой политике Евразийской экономической комиссии.

Рабочими органами Комитета является подкомитеты:

• по устранению избыточных барьеров в сфере взаимной торговли и инвестиционной деятельности;

• по устранению избыточных барьеров в сфере внешнеторговой деятельности.

При комитете созданы экспертные группы:

• по вопросам взаимодействия национальных институтов развития государств-членов Евразийского экономического союза;

• по развитию механизмов государственно-частного партнерства в рамках Евразийского экономического союза.
